China to Enforce BWM Regulations

Effective January 22, 2019 the China Maritime Safety Administration (China MSA) will enforce it’s ballast water regulations for all foreign-Flagged vessels that come into Chinese waters. China MSA ratified the BWM Convention in 2018 so requirements for compliance are, for the most part, those of the IMO BWM Convention. One of the differences in the China MSA regulations concerns the use of a reception facilities, as a contingency measure, for untreated ballast water and sediments, or when the ballast water management system (BWMS) encounters IMO water treatment limitations in Chinese waters. If there are no reception facilities available at the port for discharge, untreated ballast water may be discharged outside the Chinese jurisdiction using ballast water exchange.
